Receives a ‘yes’ vote at referendum
The Balsall Parish Neighbourhood Development Plan Referendum was held on Thursday 6 May 2021. Residents eligible to vote were asked “‘Do you want Solihull Metropolitan Borough Council to use the Neighbourhood Plan for Balsall Parish to help it decide planning applications in the Neighbourhood Area?’
The referendum result showed clear support for the Neighbourhood Plan with a total of 1,796 votes cast in favour (87%), and 269 votes against. A copy of the Declaration of Result of Poll is available by clicking the link below.
Solihull MBC will be taking a report to Full Cabinet on 17 June so that the Plan can be formally ‘made’. However, now that there has been a vote in favour at the referendum, the Plan takes full effect and the policies in it will be considered in relevant Development Management reports and decisions.

Plan completed Independent Examination
Solihull Council’s Cabinet Member for Climate Change, Planning & Housing Portfolio has confirmed agreement to progress the NDP in accordance with the Examiner’s recommendations. As soon as arrangements for this to be published Solihull Council’s website are completed, the link above will provide access to the documents.
However, the Plan will shortly be published by SMBC and at that point its Development Management service will be able to give significant weight to the policies in the NDP when considering planning applications in the parish, in accordance with the recent update to the National Planning Policy Guidance.
Plan undergone Independent Examination
Solihull Council notified Balsall Parish Council (7 October 2019) that it formally appointed Andrew Matheson to undertake the examination of the Balsall Parish NDP.
The Plan itself and the Basic Conditions statement, together with the full representations and a summary of representations are published by Solihull Council on its website.

Balsall Parish Council formally submitted the Balsall Parish Neighbourhood Development Plan, Submission Version, to Solihull Council on 15th April 2019 following a resolution of full Council on the 20th March 2019.
Solihull Council confirmed on 18th April 2019 that the plan meets the technical compliance check requirements and carried out 6 weeks public consultation. The consultation ran from Thursday 13th June until Friday 26th July 2019.
Following the consultation period and the consideration of submissions, the plan proceeded to independent Examination.

Consultation responses to Regulation 14 (Draft Plan)
60 representations on the draft plan were made containing comments in over 320 areas. As a result modifications have been made to the draft plan on which the parish council has consulted with Solihull Council and the council’s planning consultant at Avon Planning Services.
The resulting submission version and supporting documents were considered by the Neighbourhood Development Planning Committee on 6th March 2019, recommending parish council support. Balsall Parish Council at its meeting of 20th March 2019 resolved to submit the plan to SMBC.

Neighbourhood Development Plan Committee
A Neighbourhood Development Plan Committee was created 14 December 2016 for project management and decision making purposes and lead the preparation of and ensure successful submission of the Neighbourhood Development Plan on behalf of Balsall Parish Council.
The Committee met quarterly in public and the agendas and minutes can be seen on the Archive page of the website.
The delegated responsibilities of the NDP Committee, consisting of Councillors Helen Dean (Chair), Christina O’Sullivan, Mark Tattum and Will Heard, are now complete as it presented the Submission version of the plan and supporting documents to full Parish Council on Wednesday 20th March 2019. The Parish Council resolved at that meeting to accept the Submission version of the Balslall Parish Neighbourhood Development Plan and to formally submit the document to Solihull Metropolitan Borough Council.
Solihull Council on the 18 July 2017 approved the designation of Balsall Parish as a Neighbourhood Area for the creation of a Neighbourhood Development Plan, a necessary step in the formal process.
